In all countries around the world, government has a vital role in upholding and maintaining the stability and prosperity of society. They have committed 3 major misconducts. Firstly, they committed unauthorized absence from duty. Both two workmen, Mr. Lee and Mr. Tang are obligated to work from 7:30am to 5:30pm from Monday to Friday. However, they are accused of not staying at work for the whole period of time during the days but going to Shenzhen during office hour without any job duties, and having a total of unauthorized absence hours of 500 hours and 1500 hours respectively according to the movement record provided by the Police.
