Introduction

In all countries around the world, government has a vital role in upholding and maintaining the stability and prosperity of society. To ensure the government is functioning efficiently, not only do we need a charismatic and capable leader, but also with a strong base of civil service to support the whole system. By viewing the government structure in a bottom-up manner, the civil service in Hong Kong can be symbolized as the backbone of the government of the Hong Kong Special Administrative Region (HKSAR). The Civil Service is responsible for various policies implementations and administration. They have committed 3 major misconducts. Firstly, they committed unauthorized absence from duty. Both two workmen, Mr. Lee and Mr. Tang are obligated to work from 7:30am to 5:30pm from Monday to Friday. However, they are accused of not staying at work for the whole period of time during the days but going to Shenzhen during office hour without any job duties, and having a total of unauthorized absence hours of 500 hours and 1500 hours respectively according to the movement record provided by the Police. As the Senior Overseer and foremen claimed that they did not give any consent of their absence, their absence is unauthorized.
