Section 2 of the Housing Act, 1988 states that a person should be considered to be homeless if:
(a) there is no accommodation available which, in the opinion of the authority, he, together with any other person who normally resides with him or who might reasonably be expected to reside with him, can reasonably occupy or remain in occupation of, or (b) he is living a hospital, county home, night shelter or other such …show more content…
-Hidden: Those involuntary sharing with family/friends/others in housing that is inadequate or below standards
-At risk of Homelessness: A person who has housing but could become homeless due to economic difficulties, too high rent, leaving state care, may have physical/mental health difficulties.
Homelessness is measured in ways such as surveys and census reports. This is not a valid measure of homelessness as the way in which these surveys and census reports are carried out, there can be certain groups within homelessness that have been left out or they may include biases. There is a survey carried out in Dublin every three years to determine the number of people who are using homeless services and or are registered as Homeless. Therefore this is not a valid measure as there are many homeless people living in Dublin who do not make use of these services or may not be registered but yet are still homeless.It is also not a reliable measure as the survey takes place over one week therefore the results can only be seen as a snapshot or
