The Homeland Security secretary has in place the need for DHS to create and promote an incorporated approach to risk management. The department must do this with partners throughout the enterprise of homeland security. A better homeland security relies on relating information about risks, capacities, and activities and employing this information for prevention, defense, response, and revitalization efforts.
