Clinton opens her speech with the reminder that the presidential election is approaching. If Clinton was giving this speech, but she was not in the presidential race, then her plans to stop terrorism would have been invalid because she would not have the power to reform any laws without being president. Concurrent to this speech, Trump was bashing Muslims and saying that as president, he would ban such groups. Clinton is taking advantage of something that is going on simaltaneously, and she is using it to strengthen her argument that banning Muslims is ineffective and can make it harder to end terrorism. If Trump has not recently made these comments, then this portion of Clinton’s speech would be irrelevant to the
