A high profile investigation into the life and activities of the top state official is not a usual case and hence insurmountable evidence, witness corroboration and authenticated proof must be submitted to justify and charge such an official. Initially, information obtained prior to the initiation of the court-authorized interceptions, relating to allegations that the target of the investigation solicited and obtained campaign contributions in exchange for official actions as Governor, was used to obtain court approval to intercept wire communications on the home phone of the target. The testimony given by most of the witnesses was corroborated by secretly taped and recorded telephone conversations without which defense attorneys would have disputed the accusations and charges brought against the target.
The affidavit did not state the specific methods of tapping the telephones but the following can be assumed:
That several recording devices were used, whether digital or analogue. The devices were power efficient, able to record over extended periods at a time, small and conceivable, exceptional audio quality as well as date and time stamped as was shown in the evidence. Despite the dangers involved or compromise to the investigation some of the telephone systems could have been tapped by hard wiring or the use of transmitters. This meant gaining access to the target location. The best place for this activity would have been the target’s affiliate office (Friends of ROD BLAGOJEVICH).
