Early on in their organizational development, the Iranian Revolutionary Guard trained terrorists of Hezbollah in the Bekaa Valley in Lebanon and in Iran proper to further interests of the Iranian government utilizing a proxy terrorist organization acting on Iran’s targets and opposition. Iran not only provides training but also lavishly equips Hezbollah fighters with annual financial support (between $100 to 200 million dollars) as well as sophisticated Katyusha rockets, mines, small arms, missiles, explosives, and the list goes on.
Finding what differentiates Iran and Syria from Hezbollah by doctrine textbooks is black and white. Iran and Syria both are legitimate nation-state actors. They are countries that fall under the category of nation-state but easily are defined by their movement to and from rogue and failed states. Hezbollah is a non-state, third-party actor as they do not represent the forces of a particular nation
