Heroin Case Study

On February 13, 2018, Agents with Belmont Police Department along with other agencies conducted a controlled purchase of Heroin. An undercover officer (UC) was utilized to order an amount of Heroin from Daniel Ortega Martinez that goes by the name “Danny”. During this investigation a total of five purchases has been made with a total of forty four grams of Heroin has been seized during CI and UC purchases. Martinez utilizes a heavy set Hispanic male who has made delivery’s and has been seen with him. The Hispanic male has not been identified to date and will hereinafter be referred to as FNU/LNU.
Agents were able to locate Martinez’s vehicles that have been used in the deliveries at 200 Arrowhead Road, Apt 3 Charlotte, NC. Surveillance was done during the morning hours prior to the controlled purchase. During the surveillance both Martinez and FNU/LNU were seen leaving in tandem with Martinez driving a dark gray Hyundai Sonata North Carolina registration plate number EMV-9526. Due to a lack of man power only Martinez was followed and seen driving around the Charlotte area before coming to Belmont, North Carolina. Agent Spears with CMPD provided surveillance notes and are attached to the case file.

The UC was equipped with an audio/video recording device to record phone calls and the delivery of Heroin from Martinez.
At 2:08 pm the UC called (704-222-7511) and spoke with Martinez regarding the delivery location and price. The UC inquired if they were going to meet at Pizza Hut, which is the same location as the last purchases. Martinez agreed to sale ten grams of Heroin for the price of six hundred dollars and to meet at Pizza Hut (685 Park St, Belmont, NC 28012) (Phone call was recorded by the UC) in about 45 minutes.
