During the civil war, Lincoln had declared the final form of the Emancipation Proclamation. This had freed the slaves in areas that were not under Union control as of January 1, 1863. This announcement was an important turning point since the war was now a contest not only about saving the Union but also directly or indirectly bringing freedom during the war to fewer than 200,000 slaves (Bishop pars.1-2).
