The answer to this question is simply stupefying. Coun. Tim Lauer asked: How specifically is the heritage element defined in the heritage sign bylaw? The answer is: It's not defined! Downtown Orillia Management Board (DOMB) vice-chair Michael Knight admitted, however, that maybe it should be. Maybe?

Coun. Sarah Valiquette-Thompson, following up on complaints from several merchants, investigated the issue and reported that compliance-related matters take up "an enormous amount" of staff time.

Of course it does. Without a specific heritage sign definition, compliance is like trying to hit a moving target. Without a specific definition, the DOMB can only apply a subjective case-by-case assessment. That makes things tougher for both merchants
