I would suggest that the legislature allow us to exercise our constitutional rights to have state legislation upheld. The claim that the Department of Agriculture makes when they state they must wait for the Federal Government to reclassify Marijuana illustrates their total lack of knowledge regarding hemp and hemp production. Furthermore, when state legislation has been passed, the Department of Agriculture's job is to uphold the state law, not make excuses regarding compliance.

Now. This has been state legislation for years, but the Department of Agriculture refuses to comply.

In this case, the promulgation process calls for activism and protest. Another part of the process is to propose a Citizen's Initiative that would go before the people. The new initiative's sunset date is June 22, 2012.
B. If the proposal passes, identify and explain the five legal theories you could use in an attempt to have the regulation declared invalid and overturned in court.
Given that I would not do that, this is hard to answer. People who do wish to do that try to confuse the people into believing that Marijuana and Hemp is the same thing. Another
