These challenges include, inappropriate design, inadequate resources and time, lack of clearly outlined goals and plans and inadequate cooperation among team members. Individuals tasked with handing the above-mentioned challenges did not communicate and cooperate with each other in an appropriate manner. The situation would have been different if the project had a strong and competent management team. For instance, lack of White House support made the situation worse as those in charge had no one to look up to for guidance. Therefore, the complexity of this project required commitment from both the Whitehouse and those mandated implementing it.
