I. INTRODUCTION:

On September 11, 2001, one of the worst man made disasters occurred in US history. “Terrorists crashed two hijacked planes into The World Trade Centers. In less than two hours, the towers collapsed and nearly 2,800 people died, including 343 firefighters, 23 police officers, 37 Port Authority police officers, and more than 2,200 civilians” (NYC Government, 2011). A collection of water from the Hudson River was the primary focus because the river is adjacent to the towers and other bodies of water around Lower Manhattan. These bodies of water could have been contaminated via two methods. First, contaminates could have gotten in the water after the initial collapse of the building by way of airborne settlement. This could occur through smoke from the burning building or debris from the collapse. Second, runoff of water used to extinguish the fires or rain could have cause drainage into the waterways. “Some runoff flowed directly into the Hudson River from nearby drains, additionally, water from the site may have flowed to New Jersey through the PATH tunnels, where most of the water was reportedly pumped directly into the Hudson River” (Nordgrén, Goldstein, & Izeman, 2002). During this time, no method would have been 100% effective in the prevention of some contamination to the water supply; but “a large amount of runoff was reportedly captured and sent to the Newtown Creek Wastewater Treatment Plant in Brooklyn” (Nordgrén, Goldstein, & Izeman, 2002). The local government, the Environmental Protection Agency (EPA), and the Department of Environmental Conservation (DEC) did conduct preliminary testing on water samples on September 14, September 20, and
