First step would be identifying the adverse risk event and taking into consideration the financial and legal standpoint of the adverse risk event. Second step, develop a specification to narrow the likelihood of the adverse risk event to happen. Third step, the preparation of the procurement plan has to have specific procedural steps to prepare a contract. Fourth step chose an appropriate procedure service to fit the needs of the procurement plan. Using outside source might be less expensive and more beneficial for the health care organization under certain circumstances. Fifth step, publicize the procurement with solicitation bids. The solicitation bid should be meeting the requirement of laws and should take into considers the nature of the adverse risk event being procured and likelihood of the advertising target of health care organization.
