Franklin D. Roosevelt proposed several versions of a lifelong universal health care system throughout his long tenure, but his efforts were reserved, and with everything else he had on his plate, it's no surprise they fell to a back burner. After his death, Harry Truman took up that torch openly, but he could never bring it to fruition. Johnson and Nixon both made their own efforts as well, but all these fell short of truly universal healthcare for their own reasons. (Palmer) Across the board, a major obstacle was the stark division between the conservative right side and the liberal left side of the discussion. It wasn't until Barack Obama's administration set out to pass the Affordable Care Act that an executive administration managed to bridge that divide, however briefly, and in turn sign a universal healthcare system into law. (Timeline: Affordable Care Act) However, it wasn't long after the ACA's passage that opponents began picking the law apart, gradually breaking it down to nearly nothing and setting the stage for the Trump administration's American Health Care Act. (Cunningham) In 2015, U.S. District Court Judge Rosemary Collyer ruled the GOP-controlled House of Representatives had legal standing to sue the president over how he was enforcing his signature healthcare law, and the following year she ruled that the Obama Administration violated provisions of law by issuing reimbursements to health insurers who provided reduced-cost coverage to low-income Americans without Congressional appropriation. However, the ruling was quickly put on hold pending an appeal, and seems to stand a good chance of being overturned or neutralized. (Savage) The Trump administration is keeping the case on hold and continuing to make the CSR payments while they prepare their repeal and decide how they will move forward with the case when the time comes. The judge has been cooperative, requesting only that the two parties submit status reports every 90 days.
