Undoubtedly, Ludwig and Phillips (2008) explain “Head Start, as the program currently operates, costs about $9,000 per participating child” (Ludwig and Phillips, 2008, p.261). Admittedly, with a program costing about $9,000 some of the components of the Head Start program are not emphasized as much. According to, Currie and Neidell (2005) argue “Head Start’s core mission should be child-centered and that in many centers funding has been diverted to programs for parents and community development” (Currie and Neidell, 2005, p.84). Furthermore, if Head Start programs are more child-centered the focus is back on that individual child’s development.
