The growth goal, for example, is “to sustain and expand community health by ensuring the availability of a sufficient number of health care providers and by providing necessary and appropriate health care services” (Lucas County Health Center, 2014, p. 1). The five pillar concept is patterned after Quint Studer’s “Five Pillar” model. Studer (2003) states that a pillar model helps organizations to create consistency and focus and provides a foundation for the organizations to measure excellence and success (p. 48-49). The goal under quality reads, “To provide high quality health care services by improving processes, patient flow, and the physical environment” First problem is that the goals are not specific or measurable. I would not be quite as concerned if there were corresponding objectives or actions listed under each goal to further define the different projects or focus areas but there is not. It appears the goals stop short with very generic, broad terms, therefore making it difficult to measure success or failure. Being that there is no specific objectives, clarity concerns could be seen. Schultz (2014) explains the issues lack of clarity can create such as confusion and unnecessary work. An organization without clear goals will be busy, although there will be a lack of effective and efficient
