The Haqqani Network (HQN) is an extremely powerful and violent Taliban group that operates mostly in the regions of Aghanistan provinces to include Kabul, Logar, Wardak, Ghazni Zabul and Kandahar and has expanded operations into the regions of Badakshan and Faryab. The HQN has been a vital component in maintaining the insurgency infrastructure and aims its efforts to crippling the U.S., Coalition and Afghanistan forces currently operating in Afghanistan. This terrorist group has long had close relationships with Al Qaeda and Pakistan Inter-Service Intelligence Agency (ISI) which predates back to the early 1970s. The FBI is the lead agency for countering terrorism in the U.S. and has expanded its scope and jurisdiction outside the borders of the U.S. Given these new responsibilities, the FBI has strengthened its counterterrorism program to enable it to carry out its primary objectives and conduct interrogations on persons of interest in an effort to bring down terrorist cells such as the HQN. The FBI serves as a centralized component whereas many specialized operational and analytical functions are performed under the FBI Counterterrorism Center. This center aids in supporting the objectives of international terrorism involving the U.S. by providing the means to collectively gather intelligence on targets of interest through the use of fusion cells and other intelligence agencies such as the CIA. Debarht states, “In an age where attacks on our economy come from the four corners of the globe, from the streets of Detroit to the shores of Yemen, the FBI must be able to call upon a full range of capabilities. We must combine the tools of law enforcement, with the tools of intelligence to identify and disable threats. We must fight crime even as we roll up terrorist cells, using the same investigative capabilities to root out corporate fraud that we use to catch criminals wiring funds to terrorists. The CIA is heavily involved in counter-insurgency operation but it’s through HUMINT capabilities where there the efforts of both the CIA and FBI are coordinated to ensure national objectives are carried out fully. Debhart states, “We have also seen the collapse of the cultural and operational wall between the FBI and the CIA. There is growing operational integration between the two agencies. In the Terrorist Threat Integration Center, known as "T-TIC," FBI and CIA analysts work shoulder-to-shoulder to "connect the dots" of incoming intelligence information.” (Debhart, 2004). In an effort to be effective at stopping the HQN, both the CIA and FBI should be coordinating efforts to further secure the security posture needed to put a stop to the HQN and the activities they conduct against the U.S. and coalition forces. The CIA is vital because it provides capabilities to conduct covert and overt operations in an effort to limit what these terrorist activities can do. HUMINT aids in this process because it provides human elements that can provide information pertaining to key individuals as well as key activities they are involved with so the CIA can take proactive steps for
