Nobody else was able to have a full dialogue with this "ghost", so it very well may be just part of Hamlet's imagination. Hamlet, himself, even wonders if he is starting to become evil due to his case of depression. He is now living his life in fear, worried about completing the tasks asked by his dead father. Shakespeare purposely makes the character of Hamlet as such to excite and advance the whole plot.
