The Haile Gold Mine Company desires to construct and manage a gold mine at an existing mining site in the state of South Carolina. The mine they are looking at was previously used to mine gold, but has been dormant for quite some time. The proposed mining site requires a permit from the U.S. Army Corps of Engineers (USACE). The USACE, a federal agency, has determined from early information that the proposed project could cause notable affects to the environment. Since the USACE foresees possible environmental problems, an Environmental Impact Statement (EIS) is required. The EIS will look at the possible environmental impacts of the project and potential alternatives. The purpose of this project is to build a mine that will produce gold to sell over a 15-year period. The first was a simple, no action alternative. In this case the USACE would deny the required permit and no construction would be performed. The second alternative was the “Applicant’s Proposed Project.” With this alternative the Haile Gold Company would seek alternative locations on the Carolina Slate Belt for mining gold. They also looked at techniques to extract the gold that would be better to the environment than the open-pit method. Alternatives for ore processing would also be explored to help reduce pollution and environmental waste.
The third alternative was the “Modified Project Alternative.” This alternative looked at alternate locations for their buildings and processes. This would mean moving building and refineries to different locations that would cause less damage to the surrounding environment.
