RESOLUTION
WHEREAS, inclement weather forecasts, severe flooding and dangerous conditions in and around the greater Houston area resulted in the closure of all schools and facilities in the Houston Independent School District ("HISD" or “district”) on April 18, 2016 and April 19, 2016 to protect the safety of students and staff; and
WHEREAS, HISD closed its schools and facilities because it must act in the best interests of, and to protect the safety of, its students and staff; and
WHEREAS, in many cases, HISD employees were impacted by flooding within the last 30 days, and could not have travelled safely to and from their district job sites had there not been a closure of district schools and facilities; and
WHEREAS, to penalize employees

All the above-referenced paragraphs are incorporated into and made a part of this resolution; and
2. The Board determines that none of the work days missed -- Monday, April 18, 2016, and Tuesday, April 19, 2016 -- by district employees, due to a district-wide closure resulting from a natural disaster on those days, will be made up by HISD employees through either instruction of students, except as may be required by the superintendent, or performance of other duties; and
3. The Board finds that a public purpose and a benefit to HISD exist to excuse and/or forgive the absence by district employees due to school and work location closure, and that payments for such days are necessary in the conduct of the public schools as provided by Texas Education Code §45.105; and
4. The Board finds that a public purpose and a benefit to the HISD exists to provide additional compensation, to the extent necessary, to its employees, both contract and non-contract, who assisted with efforts to recover and restore regular district operations in the aftermath of the natural disaster occurring on April 18, 2016 and April 19, 2016, and that such compensation shall be made in accordance with CKC8 (REGULATION) and guidelines developed by the Chief Financial Officer;
