Bell reported that “many states fail to provide mental health records to the federal computerized background check system” (3). Gun control should not be messed with if gun dealers have access to background checks, but the checks are useless because states fail to use them. In fact “23 states have shown ‘major failures’ in complying” (Bell 3). Mental illness is a real problem and states are not making an effort to provide mental illness reports. Gun control should not be raised increased because the real problem is mental health and states need to provide mental illness records. The 9th Circuit Court of Appeals ruled the concealed carrying gun control “restrictions violate the second amendment’s guarantee of the right to bear arms because they deny law-abiding citizens the ability to carry weapons in public unless they show need protection for specific reasons” (Dolan 1).
