Introduction: In 1970 Paulo Freire in his book “Pedagogy of the Oppressed” used “Conscientization” as a Consciousness raising process to organise the poor. It is a popular social and education concept. Development professionals took a cue from this and thus came the principles of Education, Organisation, and Mobilisation as a strategy to empower the poor. Based on the local conditions, they developed different strategies to organise the marginalised. While in Bangladesh in 1983 Prof.Muhammad Yunus conceived the concept of Gramin Bank to organise the poor. In India MYRDA (Mysore Resettlement Development Agency) since 1987 has promoted

Stalin, Deputy Chief Minister was particular that wherever he went he wanted to provide bank loans to SHG members. There were occasions when he stood more than one hour standing on the stage providing cheques / bank loan to the SHG leaders. This was claimed as a significant achievement by the party. AIADMK also in its manifesto in 2011 announced liberal loan & subsidy to the SHGs. Even up to Rs.10 lakh per group. Hence, the group which was once considered as a vote bank of DMK slowly shifted its loyalty to AIADMK. But then during the last five years of AIADMK, many groups, because of various reasons, could not get the Government full loan / subsidy as promised by the AIADMK.

• SHG members feel School children benefited from AIADMK Government

• In many cases, freebies like Grinder, Mixie did not satisfy the women as the quality of items are far from satisfaction.

• Goats/Cows have been given only to ruling party members or beneficiaries identified by the office bearers of ruling party at the village level. This made the poor people especially women to feel injustice to them.

• The SHG members want their children, especially the graduates to be gainfully employees.

• Few members say that free rice schemes made the head of the families become lazy and addict to
