A puppy will need to urinate at least every hour when you first get him. This can be a lot of work for you but if you stick with it he will soon get the idea and both you and he will be happier. The first time you place him in the crate he may whine and cry but do not weaken and keep taking him out or you will confuse him and prolong the training.
Every hour of so take your puppy out of his crate and take him to the place you want him to pee/poo in the yard or garden. If you tell your puppy this is what you want him to do every time and also reward him with praise and love he will soon get the idea. The worst thing you can do is chastise your puppy for pee/poo or not doing it in the 'right' place. If your puppy pees or poos in the 'wrong' place that is your fault not your puppy's'. It is up to you to train him where he can go.
