Introduction
Taxes and funding affect schools in local school districts. Property taxes determine how much money a school district receives. The amount of school days in a year and other aspects of schools are regulated by state government regarding education. Federal government probably has very little role in Shreveport schools. Previous legislation, to include No Child Left Behind, did provide for accountability, and some schools do get federal funding with requirements that come with it, but schools in the United States have primarily been under local control. The constitution provides direct rules and standards by running the states’ education system on all grade levels. Education reform has been ongoing in Louisiana especially after Katrina when many families were displaced and schools were destroyed. The constitution of Louisiana specifically states issues of education reform in the state. The revenues of school funding are also a limitation that is mentioned in the state constitution. The state legislature, federal legislature, and courts controls the educational structure of Louisiana. Education is the most important function of local and state government and the constitution creates the foundation to support it. Balancing the budget is also mentioned in the constitution especially when it comes to education but it seems the politicians which make the decisions are not referring to the state constitution. The mandate within the state constitution which established the funding of public schools is similar to the all states within the United States. Louisiana has and still currently has budget issues because of the lack of funding directed towards education. Locally in the Shreveport-Bossier are where I reside we have six casinos but educational resources are still lacking the local schools in the area. In Louisiana we have many casinos and a certain percentage of the money goes to state funds that supports education but the system does not see much of the money because education still lacks in Louisiana. The Minimum Foundation Program control the funding of K-12 public schools in Louisiana. This was passed by The Louisiana Legislature when allows the BESE board to allocate funds to the school districts in the state (Veith, 2013). This funding allows for online learning programs which allows students to retake failed course are take courses early, TOPS which allows students gain scholarship money for college, Advanced Placement Courses and CLEP which allows students to gain college credit in high school are quality educational programs that funding in the state
