The Tao Teh King describes numerous characteristics one must possess in order to lead a government. What is good/evil? Tse explained that the good would be victorious against evil; that if one betrays an individual, to return the favor is not a desire of Tao. Therefore, good is the only desire. Tao is a way of life. The teachings are occupied with righteousness and humility. Chapter 4 stated that the Tao is like the emptiness of a vessel (Tse). One’s mind must be clear of their own freewill. Chapter 73 paragraph 1 states, “He whose boldness appears in his daring is put to death; he whose boldness appears in his not daring lives on (Tse) can express the good or evil one presents and the consequences of the two.
