The government cannot supervise and punish people at all times. There isn’t enough manpower or time to observe everyone in a country. There will be minor “wrong” acts that occur every day that go against some people’s social contract. However, people will get away with these acts because the government won’t know they happened. For example, you would not be severely punished for yelling in a library because law enforcement wouldn’t know that you did. So, because there can’t be supervision at all times, the government needs people to have good social contract so they can somewhat govern themselves.
