The article “Good Dogs Bad Dogs” written by Stathi Paxinos, focuses on Breed Specific Legislation (BSL) in Melbourn. Then it slowly moves towards how England uses their idea to produce their own plan. In Melbourn, they started their BSL very early. It began in 1991 and was alter in 1997. The change in the legislation explains, “to give the courts discretion to allow a dog with a good temperament and that posed no danger to the public to be kept subject to tight restrictions” (Paxinos). This is slowly changing the idea of the fear towards dogs. Later in the article it explains how after repealing the legislation, there is still a notable problem against certain dogs.
