Jimmy Carter was strong on the passage of HR 39 Alaska national interest lands conservation act there was no need for an executive order. In the reading, there were some interesting points but at the same time confusing when it came to the average of deliberation of a bill the statistics. Congress was not believed to be polarized on the issue of the passing of the HR 39. Supposedly, President Carter had dealt with a plot that was against him due to disagreement among congress and the fact that congress was mostly democrats.In my opinion between all three presidents congress was largely made up of mostly democrats. When congress shot down bills that Carter had supported then Carter would veto legislation that congress supported which seems a bit childish which is the same thing that Gerald Ford would do. In Carters case congress seemed polarized.A
