Texans are known for being some of the loudest and proudest people around. They boast about having the most talented high school football teams, the tastiest barbeque, and the finest country music. However, because there are numerous great qualities about Texas, it makes it easy for the not so great qualities to just fly under the radar. One of those not so great qualities is the brokenness of the Texas foster care system. In 2016, over 200 children in Texas were killed by child abuse, leaving Texas as the state with the highest child fatalities.…
Introduction Having such opportunity to be endowed with a million dollars to develop ideas on how to improve the Child Protective Services place me in a position where I am deliberating very hard on the programs or policies to implement. There are several programs and policies that are implemented in the Child Protective Services for clients and it is important to take into consideration the programs and policies by developing efficient and reliable platform that will be beneficial to the population they serve. I will certainly, invest some of the resources on the already existed programs of the Child Protective Services and research on new ideas that could help with their programs. Employing additional CPS workers and providing proper…
This 25- year old African American, single, mother of three children comes to Terrell County Department of Family and Children’s services from The Department of Foster Care Services, as a referral intake following her first allegation of an unfit parent due to substance on June 11, 2015. The client was not tested because she admitted drug use and she was positive for marijuana at the baby’s birth. Ms. Jabez admitted she was stressed out and this was why she used marijuana. Ms. Jabez stated she was sexually abused, raped, and was in foster care. Also, she reported she has a psychological process with the Renaissance Center and diagnosed with Anxiety and PTSD, she denied any mental health treatment since 2013.…
Children have little to no control of their environment, especially in the decision making on behalf of them. Everyone may be agree with me based on this case study. Placed those three children (Lucy 6, Robert 3 and the 20 months old Joey) in foster care was not their decision per se neither their parent agreement. That will be my focus on this paper and the systems perspective theory will help me to analyze this case study perfectly.…
The Indiana Family & Social Service Administration (FSSA) believes Vickie Stinson has committed an Intentional Program Violation (IPV) by intentionally making a false or misleading statement or misrepresenting, concealing, and/or withholding facts from the FSSA at the time of interview. In the following narrative, I will outline the evidence we have compiled against Vickie. An Application for Assistance was signed on April 20, 2016. The application interview was completed with Vickie on May 12, 2016. During that interview, the State Eligibility Consultant (SEC) reviewed the Rights and Responsibilities with Vicky.…
O’Neil acknowledged during the children’s initial placement in her home, there were instances when she took the children to Ms. Molina’s residence to spend the night while she went out of town to complete requirements to obtain a professional license. Ms. O’Neil conveyed that during those instances, Ms. Molina was still a foster parent for Leake and Watts and the agency was aware that the children were sending nights in her residence. Ms. O’Neil articulated that the agency did not have any issue with the children spending nights with Ms. Molina. Ms. O’Neil expressed that since Ms. Molina is providing foster care services for another agency, she brought the children to her home to spend the day, but they returned home that same…
In the time before the enactment of the Foster Care Independence Act of 1999, which addressed the issue of foster children who were aging out of foster care, there were laws that were passed to confront related problems in childcare. One of these laws was the Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985. This was an addition of the section 477 of Title IV-E of the Social Security Act (Children’s Bureau, 1987). The act funded $70 million dollars every year to states. The amount each state received depended on the number of the population of children collecting foster care maintenance payments.…
After being involved with the foster care system for a certain amount of time the children and youth become deprived of learning certain skills in order to be successfully independent in life. Some foster cares lack the resources that these youth need in order to survive and have a successful transition from the foster home care to…
Foster Care a Trapped Door Is foster care a safety net or a trapped door? Children come into foster care needing a safe place. They need to be able to either find a adopted home, be reunified with their parents or parent, or live in a stable home with a family member. Instead, children come into the foster care system in which they move from foster home to foster home, without loving parents or a permanent family. While in foster care, if they have not been adopted by the age of 9, they will most likely be in foster care until they reach age 18 and “age out” of the system.…
1993- Family Preservation and Support Act: Congress begins talking about putting serious money into family preservation. It passes the Family Preservation and Support Act. President Clinton signs it. The program was part of the Omnibus Budget Reconciliation Act which established a new subpart 2 to Title IV-B of the Social Security Act. 1980- Adoption Assistance and Child Welfare Act: An act to establish a program of adoption assistance, to strengthen the program of foster care assistance for needy and dependent children, to improve the child welfare, social services, and aid to families with dependent children programs, and for other purposes.…
Youth in Foster Care and Transition to Adulthood Many youth are dependent on their families, receiving financial and emotional support. A youth experiencing foster care does not have the same support network making transition into adulthood challenging. Adolescents in foster care require more intensive monitoring of their health care needs in all aspects. The foster care system in the United States strives to provide care and protect both children and adolescents from their biological family primarily for reasons of neglect, abuse, and safety concerns.…
In 1935 as part of the Social Security Act, Aid to dependent children was established to prevent the disruption of families on the grounds of poverty alone (Committee on Economic Security, 1935). By the 1950s, foster care had become one of the largest components of the child welfare system. It was during this time that the first large-scale study of foster care was conducted. Maas and Engler’s Children in Need of Parents (1959), called attention to what became known as “foster care drift” the problem of children remaining in foster care indefinitely. From the 1960s-80s the number of children in foster care continued to increase topping out at around 500,000 in 1977 (Tatara,…
The neglect system or foster care? There is a need for strict enforcement, and improvement for the foster care system. It is proven fact that those who grew up in the foster care system have less of a chance living a successful life, due to neglect in the system. Children are constantly being moved from house to house; living with people who pretend to care for the kids, but really care more for the money and benefits given to them by the government.…
The Broken System Suffering and being neglected on a daily basis is not something someone has to ever encounter. The foster care system is failing because of all of the flaws that exist which results in the harm of bringing down innocent children. The state of Florida has been the first state to ever make all foster care privatized. While the foster care system in Florida is able to get many children adopted, many several of them also suffer from permanent health issues because of the broken system. the system is broken.…
