GBRMPA is established under the Australian Government Minister for the Department of Sustainability, Environment, Water, Population and Communities (DSEWPaC). GBRMPA collaborates with various Queensland and Australian Government agencies, stakeholders, scientists, and coastal communities to manage the Great Barrier Reef Marine Park through policies implementation and programs (GBRMPA 2012b).
According to part II, section 7 of GBRMP Act 1975, GBRMPA has five different functions, such as:
• Make recommendations to the Minister in terms of management and development of the Marine Park.
• Conduct and organize research and investigations relevant with GBRMP by itself or cooperating with other institutions or persons.
• Arrange the zoning plans for the GBRMP
• Exercise the power to perform the functions relevant with GBRMP

Firstly, GBRMPA is responsible to improve the resilience of the Great Barrier Marine Park (GBRMP) towards several of threats, such as the climate change, water pollutions, habitat destruction, extreme weather and natural disaster, and human activities. Then, GBRMPA should engage with the communities and industries to take care the GBR ecosystem through a number of programs and partnership. So that, GBRMPA get the support to protect the ecosystem from degradation. Besides that, GBRMPA has to ensure that all activities conducted around the area are sustainable. In doing that, this authority should promote how to use the GBRMP in a sustainable way. In addition, GBRMPA should cooperate with the state government so that the GBRMP can be managed effectively. Currently, there is a joint funded cooperative partnership, named Field Management Program to fund the all the management activities. Finally, GBRMPA is responsible to recognize and respect the culture of the Traditional Owner of the GBR region.
