The following report is a GAP analysis of three safety management systems. The paper will examine differences and similarities between the three safety management systems. It will briefly describe the different components of different management systems and outline the elements typical to each program.

The Partnership in Injury Reduction program brings government together with industry, and safety associations, employers, and the Workers Compensation Board of Alberta (WCB) to encourage employers in Alberta to build an effective health and safety management system (Partnership In Injury Reduction, n.d.).
The PIR/COR program is based on the concept that when employers and workers work together to build and develop an effective Health and Safety Management System in their workplace, the social and financial cost of injuries and illnesses will be reduced (Partnership In Injury Reduction, n.d.).
On receiving a COR, the organization becomes eligible for reduced paid that is been paid to the WCB (WorkSafe Alberta, n.d.).
A successful implementation of the OHSMS requires management commitment to the system, the effective allocation of resources, and a high level of participation and ownership from the employees (Partnership In Injury Reduction, …show more content…
The OHSAS 18001 program does not address other health and safety areas like employee wellbeing and wellness programs, product safety, property damage or environmental impact (OHSAS 18001, 2007).
Unlike the OHSAS 18001 program, the CSA Z1000 specifies the requirement for an OHSMS. It also defines OHS in a holistic term as a physical, mental and social wellbeing of workers and the protection of the health and safety of the worker (CSA Z1000, 2014). It however does not address the safety of products an organization produces but is applicable to an organization of any size (CSA Z1000, 2014).
On the other hand, OHSAS 18001 and CSA Z1000, both lay emphasis on senior management for the responsibility, accountability, and authority involved with the OHSMS. PIR/COR makes no mention about designating a management representative. But emphasizes the involvement of all levels of management (Partnership In Injury Reduction, n.d.).
