We need to have laws so in a nation we all have the same standard. Ethics differ from person to person and this creates an issue in policing a nation. If someone doesn’t find it unethical and there is no law dictating the matter why should they be arrested? They shouldn’t be arrested just because an officer finds it unethical it’s not their job to decide that matter. A law can help diminish these issues arising. The first limitation that a law can have is that it is created by fallible people who are subject to biases, pressures, conflicts, and error in reasoning. Gambling can be found to be harmless by the legislature but only for the hopes of the economical gain to come from removing the ban. The second is that law is not inclusive of all
