Even so, veterans graduating rates continue to decline due to the increase in costs from the various institutions, and the lack of policy accounting for inflation and institutional accountability. For example, the changes throughout the years to the funding for the GI Bill saw an increase in for-profit institutions beginning to attract veterans to their colleges, and training schools offering anticipated success; yet, the federal government did not verify accreditation nor did it monitor these schools. When the legislation for the veteran’s benefits did not require monitoring of the program or funding under the Title IV Higher Education Act, the for-profit schools easily brought in millions with less students.
