(U) HQDA EXORD 10-13 ISO THE HQDA FY13-15 ACTIVE COMPONENT MANNING GUIDANCE. (U)(AGSC-NG) The Army in currently in a phase of transition and will begin a force drawdown IN FY13 and ending in FY15. The initial phase will consist of an end to temporary end strength increase (TESI), reduce the active duty for operational support (ADOS) personnel (ended by FY 15), reduce the Army Force Structure, and begin to eliminate the wartime allowance (completed by FY17) reducing manning flexibility and ability to over man formations. This manning guidance supersedes HQDA active component manning guidance for 2012, date 17 December 2010 effective 2QTR,
