This report documents the results of the Functional Solutions Analysis (FSA) for SbTO using a 2020-2040 timeframe. The FSA is the final phase of the MCoE SbTO Capabilities Based Assessment (CBA) and is an assessment of potential material and non-material approaches to solving or mitigating capability gaps defined in the Functional Needs Analysis (FNA) for SbTO.

The Integrated Capabilities Development Team (ICDT) conducted the SbTO CBA in three phases; a FAA to define required capabilities by identifying key tasks with associated conditions and standards. The FNA to assess the capabilities of the current and programmed force to meet standards and evaluation criteria derived from the FAA. An FSA to assess potential DOTm/MLPF-P solutions and policy approaches to eliminate, or mitigate, the critical capability gaps identified in approved FNA.

The ICDT conducted a FAA and produced a consolidated task, condition, and standards list. In order to identify capability gaps the ICDT conducted a FNA to evaluate the capabilities of the current force, and to meet the military objectives of the FAA. The ARCIC CG approved the FNA on 8 August 2017 and subsequently directed MCoE conduct a FSA for three capability gap areas.
