Many of the people who discuss the topic only see the money aspect of the topic. Many people only care about how it will affect them personally. My audience is the American public because that’s who will be affected. Any individual that is planning to go college and the taxpayer who will ultimately be funding the program. This program could potentially help any Americans get out of poverty. It will affect other by raising taxes to fund the national program.
