Putting Pony boy in the foster home would put him at risk for being put in a bad home, and that could cause big problems. A bad home will not be stable and might not have everything that he would need. A good home would have lights, an heating system of some sort, and good condition. Any houses not having those could cause even bigger problems, such as, him moving to another home out of the first foster home, and no kid these days wants to go through that. If they don't have the money to pay for lights or heaters, then that means it pretty close to not having food. Although, the foster could potentially offer him a great living environment, in the original home he would not have to risk being put in that
