The foster children’s strengths include being able to adapt to a new home life. The children’s overall goal is to be loved and cared for in a way that they have never experienced. The children and the foster families waiting to adopt will benefit the most. The children will no longer have to experience any abuse, neglect, or abandonment issues. Shortening the length of time that the children have to wait for adoption will help deal with separation problems sooner. Clearly, the problem with current policies is the length of time a child remains in custody without permanent placement. As stated in the Olivia Y. v. Barbour lawsuit, children experienced too much time in the states custody before reunification or adoption procedures started. Clearly, this is where change needs to begin. When children are removed from the home, immediately the child should enter into a family setting not a shelter. We would like to propose a thirty-day period for the parents to complete the requirements to have their children returned; if not then the termination of parental rights process should start.
