There would be a couple things I would change if I was had total control and authority over food stamps/the SNAP system. I think before distributing the food stamps I would give two courses. One course would be how to use food stamps efficiently and how to get good nutritional food with food stamps. I would also have a class just about nutritional value in general. So they know what should be eaten in a daily diet and now how to have balanced diet on lower income. I also think once you distribute the food stamps you can check up on them. Make sure they are using food stamps wisely. See if the courses helped them in the use the food stamps and if they are using the information that was given to them in the course.
