For the purpose of this evaluation, both qualitative and quantitative method will be used to analyze the outcome measures in the logic model.
The logic model analyzes the benefits that the SNAP hopes to give its recipients. The SNAP reassures self-sufficiency, healthy habits, and improved family living. These core skills and values will prepare families for better living and create healthier home environments by putting more resources quickly into the hands of the people who face a constant struggle against hunger. Unemployment is therefore also related to SNAP participation. However, statistical data shows that unemployment rates have leveled off since the 2008 recession, but the poverty and SNAP participation levels have continued to rise. Poverty levels are the strongest factor for families’ participation (Wilde, 2012).
USDA (2015) has estimated a number of trafficking in the SNAP program. Although the Federal Government do not incur with extra costs, but it defeats the intended purpose of feeding the needy families. In most cases, local convenience stores or small groceries were estimated to be involved in fault activities. According to a recent government estimate, in urban areas SNAP benefit fraud generally admitted by the employees buying EBT cards from recipients. Basically, some people abuse the use of the benefits they receive from the State, and spend on the item they cannot usually purchase from the EBT. So, such stores who are involved in these fraudulent activities charge an individual fee and give them the product of cash to purchase what they desire such as alcohol or drugs. In order to keep track of such suspicious patterns, every state should analyze electronic transactions to track fraud (Wilde, 2012). Therefore, the planners need to meet the objective by increasing or enhancing the use of technology, to avoid SNAP benefit
