In the field of emergency management, efficient emergency communications is an important component of emergency management that helps in saving lives, and protecting properties. FEMA has four Integrated Public Alert and Warning System (IPAWS) namely: Emergency Alert System (EAS), Wireless Emergency Alerts (WEA), Non-Weather Emergency Alerts (NWEM), and COG-to-COG - messages to other alerting authorities who have access to IPAWS. These alerts have the capability to inform the public of the impeding dangers or communicate severe weather information through television, radio and cell phone (DHS, 2012).
