In 2002 Flint, the largest city in Genesee County, Michigan. Had a referendum to recall the then incumbent city mayor Woodrow Stanley, due to mishandling of the city budget which has piled to an outstanding $30 million city defect. (FRAMMOLINO, 2002) The city’s local government began to take on major financial blows after General Motors (GM) closed its doors to its Buck plant in 1999, adding to the city an additional 4,000 unemployed workers to the city’s unemployed work force. The average GM worker made an income of $40,000, with the city losing so much income the city administration was unable to balance the city books. Under the "Local Government Fiscal Responsibility Act. “or Public Act 101 of 1988 the then state governor John, Engler, appointed the city of Flint its first Emergency Financial Manager (EFM), Ed Kurtz. The position is appointed as a result of the city’s financial emergency as an attachment to the local government body, in this case the mayor’s city administration, to oversee all financial matters for Flint. Eventually the procedures and the title of the appointment were amended in 2011 to include the Michigan Treasury Department and the establishment of a financial review panel that after review and finding that the local government does not have a plan to abate the financial emergency, would appoint an even more empowered Emergency Manager (EM) to take over the local government and the city of Flint. (Longley, Kristin, 2011). The EM now is appointed by the state governor to replace the chief administrator of the local government and now holds the power to remove elected officials government if they refuse to provide information or corporate with the EM. (Kazmirzack, 2011)
