Tier I
A needs assessment will be conducted to answer the following questions; What services are already offered to the youth in the community? What does the community want from our program? Does our target population match the local demographics? What the potential barriers to implementing our agency in the local community?
Tier II
Agency monitoring will be used to ensure that the agency is reaching its target population, to justify continued funding, and to build the …show more content…
Tier 4 evaluation will address the following questions, Are our short-term goals realistic? How can progress towards these goals be measured? Do our agency inputs and activities have a direct connection to our intended outcomes? What is the community's response to our agency? What have we accomplished so far?
Tier V
After conducting Tier 1-4 evaluations, formal evidence of program effectiveness can be collected for the program overall or for specific agency components. Questions addressed in Tier 5 are, does our agency produce the results we hoped it would? Does it work better for some participants than others? In what ways has the community benefited from our agency? How can our findings influence policy decisions?
