The expenditures paid within the country should be invested in areas that will impact those who have the greatest needs within the population. In Costa Rica 70% of social expenditures are focused on non-poverty related initiatives, which do not satisfy the basic social needs of the poor (Worldbank, 2015). In order to sustain a social welfare program that safeguards the most vulnerable segments of the population, it must reassess its expenditures in areas, which will provide the greatest impact. Shifting expenditures will be key in reaching both the urban and rural poor of Costa Rica. In order to reduce the dependency on social welfare programs, investments in strategies which focus on education and literacy programs are critical to the preparation of individuals who seek placement into skilled labor positions. Another area which can mitigate cost within social security is in the reduction of unnecessary visits to health services facilities. Educating the community on the dangers of malnutrition, communicable disease, and non-communicable disease. Information as to what social service programs are available to help address the needs of the population can be addressed through these community meetings. Investments in these areas can help to stave off the costliness of future ailments by educating the population on issues
