Rowle was awful; he was rude, biased and bigoted. If Rowle had been willing to take the position, he would have been taking points off other houses left, right and centre while awarding Slytherin points for nothing. Luckily, Rowle refused, but didn’t disclose his reasons to anyone.
Final choice - bar Scorpius - was Roy Travers. Travers could have easily been Vincent Crabbe’s reincarnation and was so repulsive that Scorpius was almost offended that Travers placed higher on the list than him. It was probably a good thing for the entire school when Travers declined in order to concentrate on Quidditch, for which he played Seeker, only to be kicked off a few months later for fighting with the Captain.
Of course, this left Scorpius as the only choice. And, as he was the last resort, he wasn’t allowed to say no. The uproar started as soon as people found out on the first day of school.
