The way I see it is that for the most part the executive branch controls the federal bureaucracy. Government bureaus must be able to cope or adapt to several external forces, like the executive branch superiors, the president’s staff, the media, special interest groups, and the courts, as well as many others. Government organizations are normally subordinate to the president, however, in reality, offices that hand out profits among huge, distinct groups, areas, or territories inside the United States, have a tendency to be nearly administered by Congress, for example, such as HUD or Agriculture.
