Every year starting in February the president submit a proposed budget to the Congress for the fiscal year that begins on October. The president constructs the budget with the help from the Office of Management and Budget.
Government agencies submit budget requests to OMB with the details of costs. During the months of November or December of every year the OMB sends budgets adjustments back to the agencies. Agencies can appeal OMB’s decisions before the final budget is completed and submitted to Congress by the president before the November deadline. OMB handles the budget submission for Congress as well as any detailed additions.
