I acknowledged the hesitation factor doctors have when prescribing medications as well. I believe like you, that it plays a large part on legitimate prescriptions. With this hesitation from doctors, it can affect a patient who truly needs a higher dose or more potent drug to treat their illness. I know I had read somewhere that an individual went into a pharmacy to fill a prescription for morphine for their chronic condition, and the pharmacy refused to fill it due to the fear of it being a forged prescription.
