The state of Arizona falls under the Federal Emergency Management Agency’s (FEMA) Region IX, which encompasses California, Hawaii, and Nevada as well as the United States territories of American Samoa and Guam, the Northern Mariana Islands, the Federated States of Micronesia, and the Republic of the Marshall Islands. The regional office is located in Los Angeles, California and is headed by Robert J. Fenton, Jr. Mr. Fenton assumed the role as Regional Administrator in July 2015, following his position as the Deputy Associate Administrator in the Office of Response and Recovery at the FEMA headquarters in Washington, D.C. As with FEMA’s other regional offices, Region IX has five separate divisions, each with specific duties and responsibilities.

The Mitigation Division consists of three separate branches, each responsible for different areas of disaster mitigation (Mitigation Division, 2016). The first branch is the Risk Analysis Branch, which is responsible for promoting disaster resilience through partnerships to assist communities and individuals in rapid recovery from disasters using risk analysis and hazard mitigation planning. The second branch if the Mitigation Division is the Hazard Mitigation Assistance (HMA) branch. They are responsible for funding mitigation activities identified by the risk analysis branch. Another branch of the Mitigation Division is the Floodplain Management and Insurance Branch (FM&I). The Recovery Division oversees numerous programs including Individual Assistance, Public Assistance, the National Disaster Recovery Framework, and Environmental & Historical Preservation (Recovery Division, 2016). The project is split into four distinct parts, each with a specific goal in building communities that can not only rebound from a disaster, but are also resilient to the effects of various types of disasters, both natural and man-made. The first segment of Project Impact is building partnerships within the communities. Next, is conducting assessments of the community to identify hazards and areas vulnerable to disasters. It is followed by identifying and prioritizing mitigation efforts to reduce the effects of disasters.
