I believe that SOF using F3EAD is better suited to the targeting process while deployed and in a current OPTEMPO. This is due to our composition, mission, and organic staffing process. It is not a better process than D3A, it is a different process that allows SOF to use their tactical level fusion of intelligence and operation to expedite their targeting process.
Since SOFs composition and organization is different, our commanders trust this process to ODAs that are highly trained, mature, and have pinpointed missions (when properly executed). ODAs are given trust because commander expect NCOs and commissioned officers to be mature enough to employ their organic intelligence capability. When authorized, commanders give ODAs DIRLAUTH to communicate with IC partners to keep our high pace to stay ahead of the enemy planning and execution cycle.

In a full scale war, the conventional Army uses D3A throughout operations. However, BCTs can use F3EAD in protracted conflicts which gives rapid operational cycling to accomplish the mission. Again, this is not a comparison of which process is better, but a vignette of when to use each. In fact, BCT’s can push intelligence assets down to the platoon level which can support the F3EAD process.
Therefore, while SOF is analyzing and disseminating their exploitations, they are gainfully finding new targets from the intelligence that is driving their operation. Additionally, I believe that the ODA uses D3A during MDMP. While they don’t call it D3A, the ODA uses the holistic approach that is complimentary of D3A. Once the ODA deploys, and the OPTEMPO increases, the ODA uses the F3EAD process for continuous planning.
